F REBELS Authorities at Saltillo Refuse to Send Succor to the Prisoners Claiming Rebels Might Commit Atrocities Up- up Refugees. By The Associated Press. Mexico 'Gity Sept. 14. One hundred Americans including a number of women and children refugees from Torreon are reported to have fallen into the hands of rebels while proceeding overland to Saltillo. The authorities at Saltillo decline to take the responsibility of sending a force to their rescue fearing they say that the rebels might commit atrocities upon the refugees which possibly otherwise would be avoided.
