We congratulate the people of San Diego upon the final consummation of thoir long deferred hopes, and trust that its lovely harbor may be surrounded by a grand city second to none west of tho Rocky mountains. Neam.y bII portions of California have just experienced a very heavy rainfall, tho average measurement of two inches beiug about the quantity. In some portions cf the state tho fall was ex ceedingly heavy and torrents ot water concentrated from watersheds into nar row valleys, doing considerable damage. Tee landslide at San Fernando tunnol was occasioned by tbe rains, and vari ous towns and cities were more or less inundated.
