We learn that the Union mass meet ing at Parkersburg last Saturday has had the double etfrct of arousing the loyal men to earnest work, and of striking terror in the camp of the ene my. They made an effort to liold a meeting there on Monday, but a corres pondent tells us it was a rather small affair. The meeting was addressed by Gen. J. J. FRIDAY MOBXWfl, APRIL at. ~ Some two months ago we said the naked question before the people of this State, to be decided by a vote on the amendment to the Constitution, was whether it will be, all things con sidered, advisable to withhold the elec tive franchise for the present from the persons in this State who aided and abetted the rebellion. We said then that this would be an untrammeled question, unembarassed by side ques tions of constitutionality or power. The proposed amendment having been approved*by two successive legislatures bad been referred to the voters of the State for final action. The voters of the Slate, who made the Constitution have the undoubted right to amend it as they see fit, their power in this re spect being limited only by the Consti tution of the United States and legisla tion of Congress in pursuance thereof.
