A Juoat ttlgi»<s<ia8 _scounuci The bold and fraudulent means used by the copperheads in the city and county of Philadelphia has at last met its proper reward. During the last election the return judges of the 24tb ward took it upon themselves to declare the men who had received the lowest number of votes elected to tbe city council, and by this fraudulent transaction they obtained a majority of one in tbe city council, and by that majority the com cil filled the various city offices with their own friends. These frauds were so plainly proven iu court that an honest jury convicted thtm of wilful fraud. Notwithstanding this conviction, Isaac Leech, who bad been fraudulently returned as a member of council , continued in office and discharged a duty for which _onnt.lmr o-pnt._Ifiman was elected.
