THE DAILY DISPATCH. LATER FROM MEXICO. By the arrival of the Sicilian cutter Delfino the Picayune has late dates from Mexico. The >'iglo Diet y Xuere publishes a letter of acceptance of the appointment of commissioner to examine the Tehuantepec propositions bv Don Luis de la Rosa. Senor de la Rosa's cine'"idea seems to be a fear that the opening o. Tehuantepec "will lend to the es tablishiuent thereof thousands ot foreign families who would undoubtedly follow the example of the Tcxans," and bring about "the excision of that important part of the Republic and its annexation to the United States." The only deduction we can draw from Senor de la Rosa's arguments is that he is opposed to the opening of the Isthmus in any way. The legislature of the State of V*ra Cruz on receipt of advices from the political governor of Orizaba, on the 7th September, that Gen. Marin, by order of the Supreme Government, had suppressed the national guard and suspended the luws at that place, pau...
