Sir:-I beg yon will permit me to make u lew remarks through the me dium of your widely circulated jour nal, on the subject of Water Right'. In your leuder of to-day the subject is well handled, but there is one point to which I would call the attention of tlie diggers on Spring Creek, which ia omitted by you, and that is with refer ence to Messrs Smyth and Conolly's permits to take waicr from Hurdle Klat. It ii true that their permits were granted prior to the exUteuce of local courts, the rules of which cannot, 1 admit, have a retrospective cfftct, yet I submit that as those permits were granted with the stipulation that they ihould be relinquished when the wntet was wanted in Spring Creek, I cannor understand why subsrquent permits for water used on Spring Creek, should be annulled until Messrs Smyth and Co nolly are limited to one sluice head of water insteid of two.
