[ GRANGE 1 PARCELS-POST . In our issue of Dec . 15 issue , page 22 , we published a communicaiion from Mr . James L . Cowles , secretary of the Postal Progress League , in which he suggested an experimental parcels-post service , to apply to rural routes only , which would provide for anying parcels up to 200 lb . in weight for rates up to 25 cents for the heaviest , combining with the mail service a passenger and school-children service at 10 cents for each adult per trip , and 5 cents for school children .
