Gillespie, of the United States engineer corps, made a report to the war department submitting a plan for the improvement of the mouth of the Columbia river. The plan in substance was to build from Clatsop spit a pile dike 8,000 feet long, three feet above low tide and twenty feet from outside to outside, filled with fasoines and stone, and protected on both sides with mattres ses and stone; to begin near the northwest corner of Fort Stevens, and following the 12-foot curve be di rected a little westward of the outer part part of the headland at Cape Hancock. The estimated cost was 410,000. The idea was to aid Clat sop spit. The matter was submitted to a committee of New York engin eers, who reported adversely. The Nile expedition and the Irish situation are causing the British cab inet a good deal of anxiety. The ex pense of the Nile expedition is said to be about $150,000 per day. Posthastes General Howe thought the reduction from three cent postage to two would reduce the revenue $7,000,000. Mr. Hazen, the third assistant postmaster general, reckoned the deficit at about $2,000, 000, and came within a quarter of a million dollars. The export of dressed meats from New York is a prominent feature of commerce, and week before last 9,294 quarters of beef were shipped, and also 1,081 carcasses of mutton, all of which are preserved by the refriger ators with which steamers are so commonly provided. The situation in respect to the tariff asaa element in tbe presidential cam paign is singularly like that of the contest in 1814, forty years ago, when Henry Clay and James "K. Polk were respectively the Whig and Demo cratic candidates. Clay was a pro tectionist and had long been one of the most distinguished advocates of that policy, then just beginning to exert much influence in politics. The first protective tariff had been passed in 1842-3, the bill being signed by President Taylor, having been carried through the senate by such men as Clay and Silas Wright, a pro tective Democrat. The Whig party, as the Republican party is to-day, was committed to the protection of American industry, which had juBt begun to revive from the disastrous effect of the compromise tariff of 1833 and Van Buren's unsound financial policy.
