Under the new constitution, be can't qualify at all. To vote, it is necessary to be a citizen, a denizen, or, a holder of a special certificate. As our correspondent has not served the p. g be oannot get a certifi cate. As bo does not belong to the inner circlo of the family compact, be will not get letters of denization, and the only chance for bira is to become a citizen, and that be cannot do. He was not naturalized prefious to January, 1893, and the natural ization law is fixed so beautifully tbat no d alien can become a citizen of Hawaii. According to Article 18 of tbo so-called con stitution, "naturalization of aliens shall bo exclusively within tbo jurisdiction of the Justices of tbo Supremo Court.
