Queensland Local Government MINISTER APPEL INTERVIEWED. Minister Appel, .-jvho controls Local Government 'in^Queenslaiid',''' was- in Sydney * last week and dis cussed with -our .representative .'the proposed regu lations governing the employment of engineers by local authorities. The Minister explained at the outset that nothing definite had yet been fixed. The report of the special board had not even been considered. Therefore, his views were purely per sonal. Taking into consideration the engineering prob lems of ' Queensland, Minister Appel was not in favor of basing the compulsory employment of en gineers on a revenue basis as in New South Wales. He believed in a system whereby engineers would be classified into three grades, 'and maximum sums fixed in the case of the two lower grades, above which neither could undertake work. m IN COCKBURN. Local Government Engineer O. W. Wikner, of Cockburn Shire (N.S.W.) , has presented his coun cil with a report of the doings of 1913 in a man ner that will be readily understood, and, we trust, appreciated. The undertakings noted show the en gineer to have- put in some very solid work last year. One or two points that struck us: — (1) Owing 10 the fact that inferior metal has to be used for construction and repairs a large sum is annually tortunate in losing by endowment the sum of £2150, but this loss has partly been made ? up by a ' 'Main Roads Grant,' which, however, carries Avith it the disability of necessitating the expendi ture of approximately a similar amount. The best feature of the 'Main Roads Grant' has been the Government's insistence on the money being all expended, and in a proper manner on main roads. Minister Griffith has, at least, that reform to his credit.

The Colonel Vernon Scholarship Memorial. Over £650 in hand. The memory of Col. Vernon, architect and soldier, is to be perpetuated by the establishment of a 'Col. Vernon Memorial Scholarship for Architecture and Town Planning.' This was decided upon by a recent public meeting which was in enthusiastic accord with the proposi tion. Energetic committees are now furthering the project, and, as the result of well-organised effort and a responsive public, subscriptions to the fund are satisfactorily piling up, as on overleaf. The response is not alone confined to military and pro fessional circles. Merchants and the public gener ally, who benefited by the citizen services of the late distinguished gentleman, are displaying eager ness to assist in the creation of this well-merited and rational memorial. MANUFACTURING FOR LOCAL GOVERNMENT. No one is more closely associated with the administra tive, practical and commercial sides of local government than Mr. Thomas H. Hicks. In the former respect he is Mayor of Mascot, and in his business capacity is head of the Mascot firm bearing his name, which manufactures so many articles applied to municipal utility. The Micks business is typically Australian in its scope, and deserves all the support that has been accorded it. That is inclined to the sentimental aspect of things. But even viewed from the practical standpoint, the business has deserved all the success that has come its way. because its output has been up to a high standard of excellence. The firm has much of interest to L.G. Engineers, and during the National Roads Congress all who can possibly drop across to Mascot and see things for themselves should certainly do so.

'I know of no better way for real estate men to make money than to learn where new permanent highways are to be built during the next year or two, and to get in early and purchase or secure options on the land through which the highways run. They will certainly increase their money greatly within the next few months fol lowing the installation of the new pave ment.' Ihis keynote ot all successtul real estate deals, which might be said to be an axiom old as real estate itself, was uttered by President Jesse Taylor, of the Good Roads Federation of America. Reinforced Concrete There has been evolved by the Board of Road Commissioners of Wayne County, Michigan, Edward N. Hines, chairman, a concrete road that has cost for maintenance during the past five years less than £1 per mile per year. _ A striking illustration of the economic significance of this achievement is as fol- a Inws: Let it be assumed that we are to build 500 miles of ordinary stone or macadam highway and 500 miles of the Michigan type of road, the work to be done at the rate of 100 miles a year dur ing a period of five years, and that repairs will not be required on either type of road for two years. Beginning, then, at the third year, and . estimating maintenance costs for the con crete road at £5 per mile per year, which, it will benoted, is five times more than it has really cost, the total mainten ance costs on 500 miles of this road would, at the expiration of seven years, be only £7500.
