A Cnn of engineers in London of high position have made a propnsnl to the Admiralty that they ave willing to raise tho ironclod Captain, should they be permitted to retain her as salvage upon their doing so. The Admirality, however, it appears, linvc no power in the matter, more particularly as tho Queen cannot waive her right to possession of tho property. When it is considered that the vessel is about nine hundred fathoms deep in the ««ter, the undertaking, doubllesr, would prove a very speculative one.
