Floor has declined 6dand wheat 2d. The provision market is dull and declining. Rice is doll. In the money market consols are floctoating from 99| to 100. The romor has been revived that Lord Canning will be shortly appointed foreign secretary. It is also rumored that Lord Radcliffe, late ambassador to Turkey, will , be appointed foreign secretary. Tbe French Parliament will meet at Bruramels on the 6th of November. The quarterly meeting of the chamber of commerce, at Liverpool, recommended that letters to the United States be posted on board tbe mail steamers; and they National Democratic Nominations.
