It is true that local taxes are high, ami necessarily to, be cause the Southern States are heavily in debt n J have no other means with which to pay (heir debts 'except taxa tion of individual property. And heavy as this 'v, it is light in comparison with that which is imposed by the revenue laws of the 'Federal government its internal revenue taxes and protective tariff. .. Even this latter covert imposi tion would not be so grievous did it bring into the Treasury a revenue pro portioned to the burden it lays upon the shoulders of the people ; but it is a conceded fact that high tariff yield far lc.'s revenue than those adjusted to the revenue standard, and hence the distinction between a tariff for revenue and tariff for protection.
