London, Jnly SL The United States Cabinet have in formed the Spanish Government, through the French Ambassador, that as a basis of any negotiations for peace they will re quire the absolute cession of all the Spanish West Indian Islands save Cuba. It will be necessary for Spain to relinquish her sovereignty over that island, and to assent to i's control by tho United States until the constitution of a stable govern ment ha3 been effected.
