National Roads Congress BEING THE INSTITUTE'S ANNUAL CONFERENCE, SYDNEY, APRIL 7th, 8th, 9th. Australasia calls for the best solution of the roads problem. To the present there has been a great deal of talk as to ways and means. The Insti tute intends to act. The Easter Conference is, con sequently, to take the form of a National Roads Congress. We hope, as a result, to at least fix a basis upon which the various governing authorities can work. To the present reliance has been placed in local governing bodies. That would be alright if all employed permanent qualified engineers. But, as you know, some don't. The result is that we have good roads only in strips, or patches. That isn't good enough for a country of our expansiveness or for a people draw ing their wealth from the land as we do. Good roads might not be altogether our national salvation, but they certainly are prime factors in our national development. ROADS AND THEIR MAKING. Local Government Engineer Carter, until re cently a member of the New South Wales Council lor many years, and now district engineer at Townsville (Q.), writes: 'I hope that the National Roads Congress will prove -successful and show the public that there arc plenty of good road engineers to do the work if the public will only provide the funds. 'In my opinion the only reason why the roads are not as good' as they might be, in parts of New South Wales, is because the funds are insuffi cient to make and maintain roads of a sufficiently good standard for the increasing traffic upon them. 'While shires have to einploy qualified engin eers, and the present standard is not lowered, the detail matters of the construction and material can be safely left in their hands. The standard re quired in different localities varies too much to generalise on and the same remark applies to mat erials. FEDERAL CO-OPERATION IN ROAD MAKING. The idea of the Federal Government as a co operator in municipal progress does not occur in a moment to us in Australia; for, hitherto, that Government has been chiefly celebrated as a repu diator of its obligations to the municipalities for civic services rendered. But the Commonwealth Government is largely interested in the roads question, for its mails have to tnwerse huge dis tances over roads before they reach the safe and easy passage which the railway track affords. In the United States, the Federal Government real ised recently how deeply its services were inter ested in good roads. FREMANTLE'S ENGINEER. Fremantle Council (W.A.) had a very successful year, and the Perth 'Daily News,' commenting on the fact, ascribes a- great deal of the success to the ability and thoroughness that has charac terised the work of the town clerk and engineer (Mr. H. T. Haynes). 'Mr. Haynes has achieved some truly remark able results (says the paper) during the three years he has acted in his present capacity. Here's an example. In 1907-8 the amount paid in interest on bank overdraft totalled £206/19/3; in 3 909 it had risen to £226/5/8: to-day it stands at £2/1. The total amount of rates and sanitary charges collectable from all sources for the year amounted to £28,749/7/11, and, of this sum, 09.19 per cent. has been collected, the moneys outstanding being only £233/3/2. This is, indeed, a highly satisfac tory result.
