By BARKY MYERS An increase in tuition for out-of-state students is in the oiling if the appropria tions bill now in the State House of Representatives is passed in its present form. Yesterday the House amended the Penn State appropriations bill to make tuition for out-of-state students three times the rate for Pennsylvania students. Earlier the bill had only called for a double rate. Currently, out-of-state fees are twice the rate for Pennsylvania students, or 51,050 per year. If the House version of the bill, providing lor a resident rale of S4j0 at the University Park campus is passed, that means the non-resident foe would ,bc M.300. By BARRY MYERS Present plans of the University will not be affected by the State Council of Higher Education's decision not to approve any more college or university extension centers, according to Kenneth L. Holderman, director of Commonwealth campuses. Holderman stated that Penn State has "no definite plans for future campuses," but he also added that "this does not preclude us from doing anything in 1966, 1967, 1968. 1968 or 1970.- * He further indicated, however, that when the state's master plan on higher education is completed next year it could, if implemented by legislation, cause a ~ ".change in the University's Student freedom _plans.
