Among our subscribers we can boast of having fewer delinquents upon our books than any other paper in the State, although there are some, and we hope and expect that they will all settle up between this and the last issue of the volume. Congress. This body so far has consumatcd compartively nothing this session. Forty days were spent in electing a Speaker of the House; and the ensuing forty hnve been employed by members in extricating themselves from the entanglements, the insiduousness of the first forty days had woven around them. Broils and fights are introduced as usual, to spice its labors, and impart life to the disunion sentiment that floats in small pirticles in the Washington atmosphere. Pryor of Virginia, and Potter of Pennsylvania, have filled the Capital with consternation, by feigning a desire to settle their differences by a resort to the "code of honor," while Mason of Virginia, and Sumner of Massachusetts, have had a passage at words, in the Senate—the former declaring the latter ungentlemanly in the use of language—who retorts that he is not to be intimitdated, and that he will use such comparisons as will best convey his ideas, though they may not be so very choice. HARD TIMES.—No. 1. ALCIBIADES SCRIBO. What is meant by the expression "hard times" ? Let every one look around him and observe for himself, and it will require the assistance of no sphynx or riddle gucsser to aid in arriving at the correct definition. Hard times is now the prevailing cry, yea, almost lamentation over the whole of California; the interior papers from Siskiyou to San Diego, all bear evidences of the general stagnation vvhic!) infects all kinds of business. This fact is undeniable, it cannot be contradicted. Many attribute this state of things to Mono, others to Washoe, but few point out the true origin of the present state of monetary oppression. That Tulare County is no exception to the general rule, none will have the hardihood to gainsay, not even the usurer, for the latter grows fat and rich amidst financial difficulties.
