? ? ? INFANTILE MORTALITY. WITH AND WITHOUT TOWN PLANNING. The infantile death-rate of Sydney and various suburbs was touched upon by Mr. George A. Tay lor, secretary of the Town Planning Association, when speaking at the Millions Club luncheon. In charging people of past generations with neglect of their proper interests, Captain Taylor put in a strpng plea for the preservation of infant life. The figures he would quote, he said, would stagger anybody who gave, the subject the necessary thought and compared infantile mortality in Syd ney and its suburbs (where there was practically no town planning in its proper form) with Port Sunlight, Sir William Lever's model town, where the planning had been conducted on the highest and most approved scientific lines. 'The infantile death-rate of Balmain, Leichhardt and Annandale,' declared the speaker, 'is 80 per 1000 of population: in Newtown, Erskineville and St. Peters it is 90; in Rcdfern, Darlington, Water loo, Alexandria, Botany and Mas...

HEAD OR TAIL? A correspondent has written suggesting that Kew Council (Vic.) ought to sanction a private enterprise scheme calculated to attract tourists to the district. Anybody who has been to Mel bourne knows the necessity of something being done for the beguiled tourist. Having admired the wide streets, it is a toss up whether you go to see the Kew monument or the Zoo. But with the new scheme Kew wouldn't have to stake its chance of securing a tourist on the toss of a coin, and the council could dispense with its official collection of double-headed pennies and its staff to carry them about on the lookout for indecisive strangers.

Thus Mayor Smith, of Kogarah (N.S.W.), in his annual report: 'I had no conception of the vol ume of work that has to he accomplished by Mr. Kvans and his staff until 1 was elected to the may oral chair. I think 1 would be perfectly safe in saying that there are few councils in New South Wales where the duties devolving upon the town clerk and his officers are heavier and more varied, and the present excellent and up-to-date methods adopted, and the condition of the council's affairs generally, speak volumes for the organising and administrative capacity of the town clerk.' When other town clerks have failed to supply facts and figures for articles that would certainly advance the interests of their dis tricts, Town Clerk Evans has never failed, and we trust his salary is in keeping with the mayoral opinion of his splendid services. It is something that even money can be taken on the council never undertaking, and odds given on the question of the idea never having previously entered the heads of the councillors, but just because a public syndicate is concerned, bogies of monopoly, confiscation, and other of the asin ine and mythological ideas are being raised, in the same manner as a spirit medium produces things out of ether. WALGETT'S APPRECIATION. ? Walgett Council had occasion recently to do something out of the ordinary, for Walgett coun cil. That is, it passed a compliment, and the per son honored Avas Local Government Engineer French. The official minute is worth quoting: 'The council congratulates their engineer on the ability displayed in designing' tAvo such large Avorks as the Macquarie bridge and the council chambers, and building them within the estimates and Avithout extras.' When a very casual council passes a \rery gloAv ing compliment such as this, the person compli mented can be excused of any pride. THE FEDERAL PRESIDENT, J. M. Smail, M.Inst.C.E. Whoever it Avas, as President of Carrathool (N. S.W.), considered that an engineer's qualifications included the scaling of Avindmills and the descen sion of wells, is not at the head of the table this year. Councillor Mills has taken charge. Even if the Mills of Carrathool grind slowly, let there be some common-sense iii the grinding.

STANDARD FIRE ESCAPES. The Superintendent of the Brisbane Fire Brig ade, in his official report to the Board, drew at tention .to the need of a standard system of escapes to embrace buildings of every class, and applic able throughout the State. 'Buildings are growing upward everywhere,' the report continued, 'but in a number of cases, emergency exits seem to have been overlooked. One type of exit from high buildings, however, wants turning down, and that is the vertical ladder, because women and children could never use it; they should be catered for, and suitable stairs provided. There are structures- which, I believe, are exempt from the provisions of either municipal law, or the Shops and Factories Act, which badly require usable emergency exits. 'The fire boom in Sydney and Melbourne has inspired a solitary correspondent to the press to suggest that a modern building act is warned in, each city. I think I have heard the argument be fore. Anyhow, it seems very feasible that an act removing present restrictions to the use of, fire resisting materials would be a good thing for Syd ney and Melbourne. '? ' . — ? * ? UNIMPROVED VALUE. The term 'unimproved value' becomes more and more a misnomer in describing the original value of land (wrote W. S. Targett in a recent issue of1 the press). As this is the basis for taxation in the great majority of our municipalities, it would be well to be more exact in definition. Not a day passes but a statement is made similar to this of Botany: 'There is an increase on the unimproved capital value of £29,110 over that of 1913.' If last year's value was a correct value, and was not a considerable rise from that of the previous year, that must be a fixed quantity, and, perforce, can not alter.
