VICTORIA. MELDIIURNE, February 9. Sir Charles Sladen, IM.L.C, addressed a crowded meeting at R'arrnambool yester- night, and defended tho Legislative Council's rejection of the Forts!and Armaments, the Railway, and the Appropriation Bills. He instanced a recent caselin which the House of Commons put in a groat in a separate hill, to enable tile House of llrds to discuss it. That was thc proper apirit, ic said, in which legis- lation should he candi :ted. Sir Charles was loudly applauded. There were also demonstrations at St. Arnaud yesternight, t id resolutions in favour of thc Opposition wen carried without dissent.
