Hester, of tihe Cotton Exchange, covering in all details the inovement of the cot ton crop. of last year, was made public.. The leading figures of the crop were given out by Secretary Hester on the evening of August $1,Sthe last day of the commer cial year, and now all the statie tical data with much interesting comment are made public. Mr. hester puts the crop of 1907-8 at 11,571,966 hales, show ing a decrease of 1,939;016 under that of 1006=07, and an increase of 225,978 bales over that of 1905-06. He says the decrease compared with last year has been entirely in Texas proper and the group of other Gulf States. AN ACT A JOINT RESOLUTION Proposing an amendment to Article 219 of the Constitution of the State of Louisiana relative to the office of the State Superintendent of Public Education. Section 1. Be it resolved, by the General Assembly of the State of Louisiana two-thirds of all members elected to each House concurring. That Article 249, of the Constitu tion of the State of Louisiana be so amended as to read as follows: Article 249. There shall be elect ed by the qualified electors of the State a Superintendent of Public Education, who shall hold his office for the term of four years, and un til his successor is qualified.
