LETTER FROM SOLEDAD. Phizano, Los Angeles County, 1 October 23, 1873. f Editor Herald:—The permanent population of this town is quite limited—not more than 30 in all. About 20 are native Californians—men, women and children. Of the 10 Americans, eight are men and two are women. Rut there is almost daily an accession of travelers, prospectors, miners, hunters, laborers or teamsters, some of whom manage to tarry a few days und keep the hotel table reasonably well rilled. So far, there seems to have been no breach of the laws, and no necessity for expensive municipal government. There is No Town Council—No Judiciary—No INtllee. It is neither a commercial nor manufacturing town, although there are two quart/ mills in the vicinity, that were used for crushing ores from the neighboring mountains. Expensive labor—high rates of transportation, and only a moderate yield of mineral, place a balance on the wrong side, and work was suspended until more favorable auspices would warrant resumptio...

LETTER FROM WILMINGTON. Wilmington, Oct. 28th, 1878. Editor Herald:—The great want of Wilmington is water for irrigation. If supplied with abundant water, orchards and forests would spring up, and gardens bloom in beauty. A few years ago, an attempt was made by the officer* In charge or Drum Barrack* to bring in water from San Gabriel River. A ditch and Hume seven miles long, were constructed at the expense of the government. About half a million dollars are said to have been expended. The ditch was dug by the soldier*, and the ruins of it are .still pointed out to the passing traveller, as a monument of folly. One million and a Quarter feet of lumber were paid for, though subsequent measurement proved that only one third of that amount was actually used in constructing the flume. Through this ditch and flume, a mighty stream of water flowed for two Weeks, And there was a general jubilee; suddenly all their hopes were laid low.
