The Tray lor Salary Bill, Tho Supreme Court decided a few days ago that the Traylor Salary Bill wa.s unconstitutional, because special legislation, which is inhibited by the New Constitution, The Court decide d that it was special, inasmuch as San Francisco was the only County or City affected by it. Undoubtedly, the framers of th Bill intended that its application should be special, but thought that they had BO worded it as to appear general. Some months ago, the S. F. Board of Education voted (o reduce the salaries of primary and assistant teachers in that city, the object of the Traylor Bill was to prevent the reduction, "Without arguing whether the Traylor Bill was just or unjust, the reduction was manifestly unjust, not because their salaries would be too low by the new schedule, but because the salaries of the higher paid teachers were not reduced, or if reduced, that reduction was slight compared with that of the lower salaried teachers. A good Opening for a Live Man. Eighteen miles southeast of the Town of Livermore, at the junction of a stream known as Trout Creek with the Arroyo Yalle, is a little valley, or glade, specially and peculiarly adapted for the establishment of a rustic retreat, or resort for city tourists. Here are crowded into a few square miles a greater amount of wild, rugged, and romantic scenery, than can be found elsewhere in the Coast Range, within a hundred miles of San Francisco. The beetling crags and precipices of the Devii'o Gate, the rough, steep, and jagged Grizzly Canyon, the magnificent panoramas presented from the trail along the main creek, and last, and most notable, the cascades and general scenery of Trout Brook, a brawling mountain stream which dashes down a narrow ravine, overspread with foliage of alder, and the California lanral, are all within easy walking distance of the spot in question, and would combine to render it very attractive for the purpose named. It appears that the discovery has recently been made by members of our legal fraternity, that the public pound at this place is not a legal institution, as regards that portion of the pound district, outside of the corporate limits of the Town of Livermore, or in fact, at the present time, in may particular. Bj the provisions uf the Town Char* ter the Board of Town' Trustees is empowered to form a pound district, within the corporatedimits, and appoint a pound master, and it is held that this act of the Legislature exempted the Town from all control by the County, in pound matters. The power of regulating all pound affairs within the corporate limits of the Town of Livermore, was then, to put the case more plainly, taken from the County Board of Supervisors, and lodged with the Board of Town Trustees of the Town of Livermore, Consequently, the term of the pound-muster, so far as the above-mentioned territory was concerned, expired with the incorporation or the Town, ...
