.d . .Gov. Sayers In his inaugural address a,-^, -.-. said. ':: ''"' - -:. v My fellow-citizens: He wha uncei takes the hief magistracy of this great commonwealth will have no easy task i before him, and without the earnest and hearty co-operation of his fellow:citizens he can not reasonably 'anticipate a satisfactory and successful administration of the public affairs. Therefore, at the very threshold of duties imposed upon me by. thq oath, which I have just taken, I invoke the guidance of Almighty God and the aid of all my countrymen to enable me to so discharge every obligation as to best promote the prosperity of the state and the happiness of the people. On an occasion like the present it will not be deemed out of place, I take it, to devote a few moments to the consideration of the purpose of government and its method of administration. Although the subject be old, and indeed familiar, its importance makes it always worthy a reference before any audience. It will be conceded b...

An eonomlecal Ralt. Chief Engineer W. T. Manning of the Baltimore and Ohio Railroad has invented a new rail that experts say has many points of interest to railroad owners, the principal one being Its economical feature. It is well known that rails wear rapidly on curves and where these are short and traffic heavy, the cost -of renewal is very large. Manning has evolved a section, which, he asserts, will reduce the cost 97 per cent per ton per year.: He adds materially to the life of the rail by placing additional metal in the head and on the side upon which the wear comes. The new. rail. will be given a thorough test on the Baltimore and Ohio Railroad, the receivers having ordered 1,000 tons from the Carnegie Steel Co. The Pittsburg A Western has also ordered 500 tons. Also an Artist. Like Admiral Schley, Admiral Sampson is-also something of an artist and many of his letters home during the Spanish war were ilustrated with marginal sketches of considerable merit.
