The Sanbury and Erie Railroad Bill. : The most important feature of this bill, presented on Thursday last, in the House of Bepresentatives at _Harrisburg, by Gr. J. _Baia, Esq., of Erie, and referred to tbe Committee of "Ways and Means, from which it will probably soon be reported, is undoubtedly that which relates to the measures to be adopted to secure the completion of the road. To this end, it is proposed that the company ba authorized to negotiate a loan of $5,000,000, secured by a first mortgage on the whole line, which sum would amply suffice to finish it, stock it, and put it in operation} the debt of $3,500,000 now due from the company to the State, to be converted into a second-mortgage debt of $4,000,000. To those unacquainted with the true state of things, this may appear to involve a sacrifice to the State ; but it is contended that, on the contrary, mutual benefits will flow from this proposed arrangement , and that it Is , indeed, the only practical one which can ...
