A Significant Constitution. (Oulr'eston .Nevs) The constitution framed? by the late co.nstitutional convention of Louisiana, and whiech is to be submitted to the p.e of pope of that state in Decemnber. 1, t.? received less attention than if merits. Onl the whole this do cument is nn emphatic illnstra tion of a tendency in all t'te states, when revising their or ganic laws, to abridge the pow ers of ordiitairy legislation andi to impose new restrictions upon all classes of cha:L ered cotporationts. In the pry, instalic?, under the title of "Limitiation on legis lative po fAr there are no less ian thi -five disti:;ct prollibi tions. The second of these de clares that "the general assembly shall have no power to contract or to authorize the contracting of any debt or liability, on behalf of the state, or to issue bonds or other evidence of indebtedness thereof, -except for the purpose of repelling invasion or for the suppression of insurrection." This goes beyond a similar pro vision i...

Old Zich. A' correspondent, writing from Saratoga to thea Louisville Cou rier-Journal, tells the annexed characteristic story about Zclch Cha.ndler : "At a clam hake in Rhode Is land, where politicians of every shade became as happy as the proverbial clam at high tide, a Democratic senator (Beck) re marked to L.
