In spite of the recent disastrous and disheartening results in Arctic explorations a project is on foot to send Chief Engineer Melville on a new search for the north pole, in charge of an expedition to be equipped by private enterprise in New York. However much public opinion .may decry attempts to reach the pole, such is the fascination of the hidden Arctic mysteries that till they are penetrated to the farthest corner and disputed scientific questions settled, bold Bpirits will not be wanting to go nor purses to open for their support. It has taken centuries of time and cost thousand of lives to find oui the way of approaching the pole, but the most necessary knowledge seems to have been learned, and will go a great way to help all future explorers. And this, the San Francisco Bulletin thinks, may be assumed for several reasons. First, because the population of the world is rapidly increasing. The bread eaters are increasing. Ukder the Leading of "Villard's Stewardship," the Oregonian pub lishes an extensive statement and justification from the dethroned rail road monarch. It is a plain review of the history of the Northern Pacific railroad from the time that he took the position of president of that corporation to the day that the collapse came and the thing could no longer float He begins by claiming considerable executive ability, which must be justly conceded to him. The evi dence against Blaine is entirely of a presumptive nature. He is not ac cused of any -wrong act -whatever. The real charge is that he had a bad motive in two things that he said in letters. Unless they were said with the motive -which Carl Schurz ascribes to them they -were perfectly harmless and proper. Schurz presumes that there -was such a motive in Blaine's mind, but there is no evidence of it. It is always unsafe and often nn just to impute "motives" to an opponent. The charge that Blaine mixed the Mulligan letters up so dextrously in reading them that they could not be understood can be easily disposed of. What object could he have in using such a clumsy means to con fuse his audience, -when the letters would necessarily be published in or der of dates by others? The Coast Review for August has an interesting collection of notes and facts relative to the insurance busi ness on this coast. Talking of the recent legislation in this state regard ing a tax on insurance polices, a Port land correspondent says: "Insurance companies are neither children nor fools, and "when some rise granger got a law passed in the Oregon legis lature, calling for a 1 per cent tax on the premium of every policy issued, vfe (meaning the companies) simply, in our generosity, called on the as sured to pay for this little luxury or else go without insurance." This ap plies to the mortgage tax law as well as other monuments of legislative wisdom. In an article on "City and Country Bisks," the Review takes the ground that property-holders outside of the large cities should -not grumble at high rates.
