'Clcricus' writes ''craving space' — he puts it that way — for the 'poor clerk' — -that being also his particular description of the gentleman who com bines so many .functions with long hours, small pay, and little thanks, under the present condition of affairs in Queensland Local Government. * 'His lot is a hard one,' says 'Clericus,' and the appeal is made that in our 'enthusiasm for the wel lare of the engineer' we do not entirely overlook the clerk, who is also in a great many cases 'engineer:' We do not overlook the clerk altogether. We arc solicitous of his welfare. Paragraphs have frequently appeared ' in scathing criticism of his treatment. We are ready to publish the clerk's hide, as well as the engineer's. THE UNTECHNICAL PRESS. The Frankston Shire Engineer is being remuner ated by the Victorian Roads Board for work he is carrying out for them in connection with main roads construction. The 'Age,' in a recent inter view with the Board's Secretary, asininely enquired :—' As the engineer is appointed to look after road maintenance and construction in that shire, and is being paid by the local council for that purpose, why is the board to pay him extra fees?' The Secretary gave the only answer possible: — He is getting paid by the council for the work done purely for the benefit of the shire. But the high way he is dealing with is of benefit not only to the shire, but to the State, and it is only a fair thing that he should get extra payment for the extra benefit to the State. He will have a great deal of additional /work to do in comparison with what would be called for if the road was being only con structed for the council's purposes. ? ? ' ? — — ? ♦ ? THE SNORING CEASES. Brisbane City Council, evidently wakened by its own snoring, threatens to roll out of bed and shake itself into something like serviceable activity. There is no guarantee against a relapse into the comatose, but citizens are expectant of a period of wakeful ness under the Jenkinson regime. The first indication of a snore was evidenced by the commissioning of the City Engineer (Mr. Kemp), a capable officer, to report on the methods of southern cities. His first report deals specifically with three schemes— seaside resorts, public drives, and river bank reserves. The document is broadmindedly conceived and splendidly written. It specifies the means whereby Brisbane, iii many important respects, may be lifted from the level of a glorified country town to the status of a capital city. It referred the draft to the Institute of Architects and the Builders' Association among other bodies. As a result Bris bane should have an up-to-date set of by-laws, although it is hoped that provision is made for steel construction on modern principles.
