We now intend to deal with that part of Uie bill which allows ?air. Gaurbit, or any otbei1 future Secretary for Lands, the 2--ower to deal arbitrarily with rents. Tliis is a question tliat must be settled by law so tliat every one coining under the bill will know exactly what he will have to pay, for it is well known tha4; the ui. certainty of land administration has beeu one of tlie greatest drawbacks to our agiuriau polic)'.
