War is just now raging m a mild sort of a way between Chile and Bo livia, and Peru has also joined Bo livia, and declared war against the former. The latin races of South America are unfortunate in their at tempts to keep the peace, if indeed they ever make any persistent at tempts in that direction. The trouble just now appears to grow out of a question about nitrate works in Boliv ia. These works are situated at Anta fogostra, in a strip of territory claimed by both states. But they were leased a long time ago to Chileans and have been worked by their capital. The lease was to run for twenty-five years, subject to no other burdens than local taxation. Recently Bolivia laid an export duty on all the nitrate sent from these works. The lessees refused to pay this additional tax, and sent to the home government for relief. Prof. Kohl, in a recent paper, denies the exclusive modern use of guano in agriculture, and quotes the Arabian geographer, Edresi, as mentioning cliffs border ing the Persian gulf, which were covered with the excrements of birds. These were used as manure at Bassora and up the Euphrates. The Peruvians also used guano at the time the Europeans first ar rived there, and Humboldt, early in this centuiy, urged its use, but without effect. It was only in 1840 that the first ship load of the article was sent to England, and a large demand soon sprang up. Plague Precaution. DeLoug, of the United States navy, who lias been de tailed by the government to command ! the Jeannette on the Arctic expedition, the entire expense of which is de frayed by Jamc Gordon Bennett, will return from the east to San Francisco the first week in May. Articles of outfit and travel, such as sledges, tents, ice-anchors and ice tows, were Vought in London. Sailing J une loth, 1879, the Jeannette will touch at St. Paul's island, in the Behring sea, and at St. Michael's, a trading post in Alaska, where dogs and dried fish for their food, fur clothing and more sledges, will be taken on board.
