WASHINGTON LETTER . The President has let it be known that he will recommend the enactment of a law providing for the creation of corporations by the general govern ment. The first problem that confronts him is that of interference with the taxing powers of the states. Any ef fort of the general government to take from a town, village, city or state the power to raise revenue by the imposition of a license on those transacting bussness in the several localities is certain to meet wide op position. If Mr. Taft is able to meet this objection his progress will be substantial, but even then the goal will be far off. The doctrine of "states rights" has undergone a re markable revision in recent years, but some of the supporters of that doctrine are as firm as ever and it is known they will take a determined stand against what they regard as a long step toward centralization of power at W;.shington.
