Area crime rate second highest in city By MILT G. VALERA (First in a Series) The shadow of crime in northeast Los Angeles is growing at the second fastest rate in the city, with figures for 1963 showing a 16.7 per cent increase over the previous year, according to the planning and research division of the Los Angeles Police Department. The communities of Highland' Park, Lincoln Heights. Eagle Rock, El Sereno, Mt, Washington and Atwater, made up the 16.7 percent upswing in criminal activity in the Highland Park Police Division. The local area is second only to coastal community of Venice, where crimes jumped 30.6 percent in 1963. Even more alarming was the fact that the local northeast area was making big "gains” in the first three months of 1964 toward becoming the number one crime increasing community in the city, which includes 15 police reporting districts. Drive to aid mentally retarded children , A community-wide effort to raise funds for estaWMhment of special classes to help mentally retarded children will be launched here Monday, with the goal set at $l5OO. Franl{ Biamonte, chairman of the project, “Lick a Lollipop to Lick Mental Retardation,” said this week; “In the Lincoln Heights, El Sereno, and East Los Angeles areas there at at least 80 children who are capable of being trained but who arc unable to attend classes because of a lack of facilities In the over-crowded city schools. This project Is aimed at raising sufficient funds to buy special materials for such classes. Tutoring fund campaign short of $5OO goal A massive drive for the recruitment of volunteer tutors for Lincoln High School’s summer school project is now under way at various college campuses. Colleges being canvassed are Occidental, California State, East Los Angeles, and Los Angeles City College. It is estimated that over 100 tutors will be available at Lincoln High School during the summer period to personally assist any student who wants to help with his academic studies. An effort is being made to include some Spanish-speaking tutors in the project for the benefit of foreign students. David Hernandez wins gold medal in art contest Seventeen-year-old David Hernandez of Wilson High School walked off with a gold medal and two honorable mentions in the pottery division of the 36th annual Southern California Scholastic Art Awards, sponsored by the Bullock’s Department Store Downtown. The competition, one of the largest national art awards programs, received more than 150,000 entries this year from junior and senior high , schools throughout the United States.
