John Wilson The most critical issue facing taxpayers and elected of- ficials at state and local levels is Ad Valorem (property) taxation. Before possible solutions can be found, an under- standing of the present situation and how it came to be is accessary. The present 1876 Texas Constitution guarantees "fair and aaiform taxes".But with the present property tax adminis- tered by different tax assessor-collectors for the more than 3,000 different taxing authorities (state, counties, cities, school districts, etc.) on property assessed at totally different values and taxed at totally different rates, that constitutional gaarantee is nothing but a cruel joke.More than $2 billion a year is raised by property taxes alone; but one could not devise a more complicated, unfair, and inequitable system than our present one. Bill Davison, a native of Smithville, was born here in 1920, the oldest son df W.H. (Smokey) and Nelga Davison. He attended Smithville schools and graduated in 1938. He then attended Texas A&M University during 1939-1940. Bill left college to enroll in the United States Air Force in 1940. He served 29 years in the Air Force and retired m 1969 as a Chief Warrant Officer. FEBRUARY 12. 19^6 Cotton Council Meets BILOXI, MISS. - National Cotton Council delegates today urged early passage ■ of a bill to enable producers to vote on an increase in * the current $1 - per - bale assessments for cotton research and promotion. The bill, authorizing a producer referendum has been introduced in the House by Rep. David Bowen (D-Miss.), and hearings on it were held by the House Cotton Subcommittee in mid- !■; December.
