VOTE FOR THE BOND ISSUE CONCERNING THE CERTIFICATE PLAN It has been loudly acclaimed throughout Stonewall count}7 that the commissioners court has no power to erect a court house and jail by the issuance of inter- est bearing warrants. Injustice to the citizens who have contend- ed that a court house and jail can be built by means of war- rants and that a tax within the constitutional limits can be levied and collected to pay such war- rants, the following- is submitted for frank consideration. Sec. 9. Art. 8. of Constitu- tion of Texas authorizes counties to levy a tax of not exceeding twenty-five cents on the one-hun- dred dollars valuation for the erection of public buildings. Art. 1537.
