VOTE ON TREATY Senate , by Unanimous Consent , Will Take Action on Canal Agreement . TO ACT ON AMENDMENTS . Understanding Reached With Senator Morgan Making This Program Possible . Washington , March 12 . —The senate has agreed to vote on the Colombian canal treaty Tuesday . The amendments to the treaty are to be considered Monday . The request for unanimous agreement was made by Senator Try e as follows : I ask unanimous consent that the treaty with Colombia be open to general debate until Monday morning , beginning with the session of Monday next the senate will proceed to consider amendments that may be offered , and that upon each amendment speech shall be limited to 15 minutes to each senator , but that the chairman of the committee on foreign relations and the chairman of the committee on inter-oceanic canals shall be allowed 30 minutes on each amendment . On first Acquaintance it seems absolutely impossible for an Anglo-Saxon , but a man in the interior of China must either sleep on a kong or not sleep at all , says a writer in Outing . That climatic conditions are changing in many parts of the country has long been a fact recognized by meteorologists . The memory of the oldest inhabitants of Boulder county , Col ., does not recall a time when the snow on the mountains was as scarce as it is now . At the head waters of the various branches of Boulder creek heretofore large beds of snow have lasted all summer , but this year they have dwindled into small ones , and where there are usually small beds by the hundreds in the latter part of August there is now no snow at all .
