Louisville, Ky., Feb. 2.-That the in rstate commerce commission itself is ! blame for the rate cutting which it -onJemns in its annual report is the claim made by Walker H. Hines, first vice president of the Louisville and Nashville Railroad Company, in a pamphlet that he has just issued.
