“To put something like this on [ the property] and not take the community into consideration does- The“ mini high-rise” at the intersection near his Point Loma home blocks neighbors’ views, blocks sunlight and violates guidelines of the California Environmental Quality Act, or CEQA, he said. Bill Ingram, a longtime Point Loma resident, said an example of the skirting problem now towers over the corner of Plum and Lowell streets in Point Loma. He most recently raised the issue at the Peninsula Community Planning Board meeting on Aug. 21. The permit process can be expensive and often requires that a project conform to the local community plan spelling out guidelines for development. Homebuilders and developers are finding ways around local community planning boards to build homes that some city officials say would otherwise require a coastal development permit. All five men are graduates of La Jolla High School. House, 21, got 210 days in jail, with credit for 19 days previously spent in jail before his parents posted $ 1.5 million bond. House pleaded guilty to involuntary manslaughter and was fined $ 1,054. Osuna, 23, got 349 days in jail, the longest term of the four. Osuna pleaded guilty to involuntary manslaughter and three misdemeanor battery charges involving injuries to three people at a New Year Eve’s party he crashed in 2006 at a Mount Soledad house. He was fined $ 1,114, and received credit for spending 54 days in jail before his family posted $ 500,000 bond. Eric House, Orlando Osuna and Henri Hendricks appeared to pray silently shortly before the sentencing began. The PCPB initially was to hold discussions on the matter in August, but the board ran out of time and was forced to postpone the issue. Golba intends to present a possible solution to the La Jolla Community Planning Association in October. The proposal would still allow for a coastal development permit exemption but would limit the total allowable floor space and limit the possible height of the building. Current laws keep building height at or below 30 feet in a coastal zone. This, Golba said, would provide incentive for builders to keep their homes smaller and better looking. Peninsula Community Planning Board ( PCPB) member Gary Halbert plans to address the PCPB regarding the issue. He said builders should be allowed an exemption from the coastal development permit process if the future home complies in bulk and scale with standards set in the community plan. Golba said he has been working with the city to fix the problem and that the city has asked Point Loma and La Jolla commun...

We have read on a few occasions the opinion of Tom Dela- between Scott Street and Nimitz Boulevard does not need more parking, that he sees empty parking spots in the existing lots when he visits. ( He was quoted most recently in the Aug. 28 issue:“ N Harbor Drive retooling divides planners, residents”). Apparently Mr. Delahanty is visiting these parking lots during the low season, because from late spring through early fall, there is not a spot to be had, especially when the local fishing is good and the boats are running full. ( And he shouldn’t be counting the Marina Green parking lot, which is on that same corner, since those spots are dedicated to the businesses there, not long-term parking for our customers.) affected by the lack of parking for our customers. We are owners of a boat at Fisherman’s Landing, located at the corner of North Harbor Drive and Scott Street.
