The Finances of the Government and the Country. Notwithstanding the efforts which are being constantly made to diffuse correct views on financial questions throughout the community, there yet remain quite a number of newspapers and public speakers who impute it to Mr. Buchanan as a fault, that though he took office with a surplus in the Treasury he has been compelled to borrow money over and above the ordinary revenues of the government to carry on the public service. In some localities the alleged "extravagance" of the administration is the staple cry of the opposition leaders; not a week passes but some journal winds up a political tirade against the President with the tremendous peroration that he entered the White House with a magnificent surplus in the Treasury, and that when he leaves it the country will be deeply in debt. If there be any respectable men, not politicians, who have been deluded by these statements, they should loose no time in making themselves acquainted with ...

Popular Vote and Representation. The San Francisco Herald of the 3d inst, contains an article embodying statistics respecting the late election. It appears that the increase of votes since 1858, as shown by comparing the vote, then for Judge of the Supreme Court, with the vote this year, for the same office, has been 21,342, or nearly one-fourth of the whole number of votes cast. Making an average of the votes received byall the Democratic State Nominees, theresuit shows a Democratic vote of 59,712. "In 1856, the opposition polled for Fillmore and Fremont, an aggregate vote of 1 56,858; in 1857, for rtanly and Bowie, 40,- -: 511, in 1858, for Curry, 26,198; end in 1859, for Currey aud Stanford, 41,441. The Republicans first attempted an organization in 1856. Since that time their vote has been growing small by degrees, and beautifully less." In 1856, they polled for Fremont 20,693 votes; in 1857, for Stanly, 21,040 votes; in 1858, for Tracy (for Congress,) 9,410 votes; and in 1859, ...

Foreign News. Detroit, Oct. 4.—The Fair of the Michigan State Agricultural Society opened today, and will continue four days. The first day will be devoted to entries; the second day, to the examination of cattle; the third day, to the examination of horses; and the fourth day, to awards and exhibition of premium articles. Governor Ranks, of Massachusetts, will arrive this evening, and on Thursday deliver the annual address before the Society. Horace Greeley is also expected to be present, and deliver an address. The Calaveras Chronicle is putting forward a number of candidates for State officers, some of whom are noted as being defeated candidates for county offices—rather a poor recommendation, to start on.— First and foremost, is Col. Allen P. Dudley, whose military exploits in the New Hampshire militia is suppose, by Col. Itust, to entitle him to the office of Governor of this State—perhaps it may. Next and most conspicuous is, Napoleon Lconidos Broughton, the regular Democratic nominee for County Clerk, who was defeated (by the people who best knew him) in a county where Gov. Latham received a majority, over all competitors, of one thousand eight hundred and forty-nine, thereby showing a loss of one. thousand democratic votes in his own county!
