SOUTH AUSTRALIA. A collision has occurred at the close of the session between the two Houaea relative to the right of tiir Council to deal with money bill*. The RfgUltr de scribes the occasion of the dispute aa follows: "The AsacmWy passed the Assessment Bill frith certain conditions affecting the valuation of runs for assessment putpoaes, vit., that situation as veil as grazing capabilities should lie takea into account, and that the limits of assessment should he fifty sheep per square mile as a minimum, and four hundred aa a maximum number. The Council hare altered theae provisions liy striking out all reference to the situation of runs in valuing them for assess meat, and by altering the extreme rates to twenty fire instead of fifty, and three hundred instead of four hundred.
