VITORIA. ' We have received the following rxr Sydney telegrams. J Wednesday, 3rd July. 1 AM animated debate took [dace last night in the Assembly respecting the Governor's action on the Appropriation Bill. Immediately on the third reading being carried in the Council thc Governor sent a message to the Assembly to the follow eflect :-Li pursuance of the provisions of the thirty-sixth section of the Consti- tution Act the Governor transmits the amendment which he desires to have made in thc Appropriation Bill, that the third clause lie omitted. Mr. Hcales moved that the message be considered, which was seconded by Mr. Grant. The Opposition strongly opposed the amendment, contending that it was out of order and unconstitutional, as tho message bad been sent while the bill was pending. Mr. Michie charged thc Governor with indecent abuse of the Constitution Act. The Speaker announced that he had not received the bill back from thc Council. LEGISLATIVE ASSEMBLY. Friday, June 21. CAPTAIN WICKHAM. Mr. R. CRIBB moved :—"That this       House will, on Tuesday next, resolve it-   self into a Committee of the Whole, to   consider of an address to the Governor, praying that his Excellency will be pleased to cause to be placed upon the   Supplementary Estimates for 1861 a   sum not exceeding £300, by way of pension to Captain J. C. Wickham, R.N., in compensation for the loss of his office as Government Resident, con- sequent upon the erection of Queensland into a separate colony." Mr. B. CRIBB seconded the motion. The COLONIAL TREASURER would not support the motion in detail : still, approving of its spirit, and being of opinion that Captain Wickham deserved some recognition at their hands, would move as an amendment that instead of a pension of £300 a year, the gross sum of £2000 be placed on the Estimates for 1862 for the purpose.
