It contains a lesson that is pertinent to the present time: "It wu a saying of Marshal Villars," (we quote the note,) "that, when war is decided on, it is necessary so have exact information of the number of troops the enemy can bring into the I, since it is impossible to lay down any solid plaa of offensire or defensive operations without an accurate knowledge of what you hare to expect and fear 'When the first shot is fired,' observes Marshal Villars, 'do one can calculate what will be tie issue of the war.
