We present below ( from Niles Register ) ! extracts from the Messages of Presidents i Washington , Jefferson , Madison , and Mon1 { roe , relating to the power and duty of Congress to protect our National Industry . These illustrious men probably understood the powers given to Congress by the Constitution quite as well as a certain modem race of politicians . General Washington s speech to Congress , of Jan . 11 , 1790 , declares that—The safety and interests of a free peopk require that Congress should promote such ffiituufiictures as tend to render them independent of others for essential and particularly military supplies .
