Phillips, will bo appointed Commissioner of Indian affairs in the place of Col. barker, resigned. Col. Phillipa if-in every way qualified to fill the position, and in fact, has eminent fit sess for it, by reason of his knowledge of the easterns, characteristics, and con dition of the Indian tribes, gained from extensive observation and stady since lie has been the attorney of the Chero- lcees.
