As soon as the Chamber had rejected Mr. Pouyer-Quertier's bill for the tariff on raw material, the l'reuident sent in his resignation and those of the other members of his cab bet. This act showed clearly enough that the snspicion was just which ac cused him of b in;g the real author of the bill which was introduced by the Minister of Finance. P nalbsonbille Oltiif. The Women in Congress. [From the Washington Patriot, January ?5.] The woman suffrage party made another raid on Congress yesterday mornuiug. A few days ago the Senate Jludiciary Committee was the object ive point, but this time the batteries were trained on the House Judiciary Committee. The suffrage force did not move with the same unanimity however; nor was as good an ar rangeimemlt made for the Judiciary Committee to receive them. It was announced in the papers yesterday morning that the women would ap lscar before the committee; that an immense roll of a petition, signed by thirty-five thousand of the women of the land, would be presented, with an appropriate spl).ech; that Ben Butler would take up the roll in his stalwart arms, and bear it with dramatic effect to the House, and that he would pre dent it with a great flourish, where upon the women would clap their hands with joy ; for by this act, they'd see light dawning for their cause! A Washington dispatch of Sunday, the 18th ultimo, says: The joint committee to-morrow re port on the condition of affairs in the late insurrectionary States. The evi dence taken in Washington and South Carolina is submitted, as is also the report of the sub-committee and digest of the reports of the executive officers of these States. The testimony taken in other States is yet unprepared, and will be submitted in a supplementary report. The committee nay an inquiry has been made into the commission of outrages, execution of laws, bad legis lation, official incompetency, corrup tion, etc. There is a remarkable con currence of testimony that courts and juries administered justice between man and man in all ordinary cases, civil and criminal, but evidence is equally decisive that redress cannot be obtained against those who conunit crimes in disguise and at night.
