she fcmi-We1xkmy Lwn. -a SIs, Interesting from the North. FRANCE AND ENGLAND. Northern papers of the 1st inst. have been received at Norfolk. The Day Book learns from passengers, who came on the conveyance that brought the papers as follows: That Seward and Lyons have had a consultation on the release of 31a son and Slidell. Seward has surren dered these gen' lemnen, but the terms of the surrender dues not come up to the demands of the ultimatum. A part of the Yankee's bargain is that Wilkes is not to be censured, no way. This part of the bargain. however, does not suit the British de mand, and consequently the matter is not entirely satisfictory. 'r'he mere giving up of Mason and Slidell does not settle the matter, though it appears they have lbeen sent off. Our friends at the N,orth are in ecstacies at the promising con dition of affLirs for our cause, while the Northerners are very much down at the mouth. We have important information from France, such as scarcely admits of a do...

" To arms !" No cry that ever shook the air, Rouses, like this, the tiger in mankind:: Drowning love's pleading voice and friend ships prayer, Steeling the heart and maddening the mind. O War! thou trunpet4onguod and glitter ing fiend, Cursed be the warrior'sin thy laureled train: What though their brows with Victory's wreathes.are screened, Behind the .ehaplet lurks the mark of Cain. Tis grand to see the rippling bayonets, And shaking sabres, gilded by the sun, And feel the earth shake like an army sets Ten thousand feet upon its breast as one. How gay the standards, and how bright the steel! How glad the music of the life and drum ! Fate keeps the issue'neath her solemn seal, And kindly hides the terrible " to come." How ends the pageant? See yen smoking plain, Shot-plowed, and wet with murders reeking red; But yesterday it waved with golden grain Behold how war deals with the people's bread! Behold its " heroes," with their backs to earth. Sires, brothers, sons, a senseless sacri...
