Paris . —The chamber of deputies ratified the Mellon-Berenger debtfunding , agreement with the United States by a majority of eight votes , and the chamber at last has underwritten Frances post-war debt to the United States . The vote was 300 for ratification and 202 against . Under the agreement . France agreed to pay $ 4 , 025 , 000 , 000 over a period of sixty-two years , of which $ 085 , 000 , 000 is accrued interest . Washington . —Farm returns in 192 S showed improvement over those of 1027 and were the best for any year since the post-war agricultural depression , according to the annual survey of farm returns by the bureau of agricultural economics of the United States Department of Agriculture . Reports from n , S 51 owner-operated farms in all parts of the country show an average net return of $ 1 , 334 for the year 192 S , as compared with an average return of $ 1 , 290 on 13 , 859 farms in 1927 . Twenty-six per cent showed returns of between $ 1 , 000 and $ 2 , 000 ; 45 per cent showed nil to $ 1 , 000 and 4 per cent showed losses . ... CHAMPAIGN TAX CUT MEANS $ 43 . 68 SAVED PER 160 ACRE FARM Equalization Secured After Long Struggle Started in 1927 An average reduction of 27 . 3 cents per acre , or $ 43 . 68 per quarter section farm , in Champaign county land taxes is the final result of reductions in the 1928 land valuations brought about by the efforts of the Champaign County Farm Bureau and the Illinois Agricultural Association to secure equalization between city property and farm lands in that county . The entire schedule of reductions in valuations and taxes just compiled by John C . Watson , tax director for the Illinois Agricultural Association , reveals considerably larger decreases in some townships than in others . Reductions in taxes usually range between $ 12 and $ 100 per 160 acres in the various townships of the county . EARLY SEEDING BRINGS THREAT FO HESSIAN FLY Favored by an unusual amount of early seeding last fall , the Hessian fly , worst insect pest of wheat , this season threatens to take a rather heavy toll in the Illinois wheat crop , according to a report to the College of Agriculture , University of Illinois , by W . P . Flint , chief entomologist of the Illinois Natural History Survey . The fly became a serious menace to the 1929 wheat crop when , an unusual amount of wheat was seeded early last fall before the recommended flysafe dates , Flint reportejl .
