By a vote of 322 to 19 , amid such excitement as the American congress has not witnessed since the days of the Civil war , the lower house passed resolutions demanding and authorizing armed intervention to secure the independence of Cuba . That the senate will have ratified this action long before this issue of The Farmers Voice reaches its readers is not to be doubted .
