WE PAY. 'This is the reason why our dress bills are so high,' said the lady in gauzy apparel, as she dis creetly lifted the hem of her skirt and displayed a lelentless ring of tar. Her dainty white shoe and stocking — we are informed— were similarly smudged. 'If you will make roads that way you'll have to pay for them — that's all' she petulantly snapped. Whether she referred to the dresses, or the roads, or both, was not clear. Anyhow, there was a fine feminine decisiveness in that word 'have,' and paterfamilias, standing close by, shrugged his shoulders ominously. ' Master-Builder Phippard, who has the contract for the erection of the Commonwealth Bank, Sydney, has installed one of Butter's all-steel cranes. These cranes have a good reputation for stability and easy working, and the operations of the one on the site of the Com monwealth Bank will be watched with interest.

The Sub-Editor rejoiceth : — ; just after my tirade on the above subject appeared, I noticed the following illuminative par. in the Melbourne press:— The by-law which was some time ago passed by the City Council for preventing the making of noises .in the streets by brakes attached to vehicles came into force some two or three weeks ago. Ample time has been allowed for theneces s;irv nrovisinn tn lip nisirlfVnn vpIiicIps t-n nhvintr» the noise caused by brakes, and instructions have now been given that the by-law is to be strictly enforced without further notice. All is now well. Grosvenor Street will, in the near future, be as if paved with rubber blocks and closed to all vehicular traffic, save the brakeless and rubber-tyred. Whatever Melbourne has done Sydney WILL do — or, in the phraseology of the small boy — 'Bust in the attempt.' ?

GOING ABROAD. Hon. Secretary Harricks, of the N.S.W. Engi neering Association, leaves in the course of a few weeks on a world's tour. 'Pleasure only,' he says, but the receptive brain of the professional is con tinually active in an old land of new things, and the physical trudging generally undertaken to 'keep up-to-date' makes the term 'holiday' some thing of a misnomer. However, it is a holiday to get away from the routine of things experienced in h circumscriueu spnere. it is pnysicany recuperat ing and mentally elevating, and good for the soul as well as the body. Travel destroys the provin cialism of the new-hatched sparrow, who thought the drain pipe, wherein it nested, was the world. Likewise it shows the absurdity of the belief that Sydney is N.S.W., or that Victoria is Australia. Politicians, more than professional men, should .travel.

THE NATIONAL ROADS CONFERENCE. Being the Institute's Annual Conference, Sydney, April 7th, 8th, 9th. Australasia calls for the best solution of the . roads problem. To the present there has been a great deal of talk as to ways and means. The Insti tute intends to act. The Easter Conference is, con sequently, to take the form of a National Roads Congress. We hope, as a result, to at least fix a basis upon which the various governing authorities can work. To the oresent reliance has been olaced in local governing bodies. That would be alright if all employed permanent qualified engineers. But, as you know, some don't. The result is that we have good roads only in strips, or patches. That isn't good enough for a country of our expansiveness or for a people draw ing their wealth from the land as we do.
