All Ayes On Second Time Around As the- world turns today its inhabitants may Ijieathe a little easier as the signing of a test ban _ticaty by East and West, _ncars realization. The U.S. business world is hoping soon to get back to normal with a possible settlernenl of the tail dispute. Meanwhile, we at the University will be sitting on especially sharp thumb tacks today as the Pennsylvania Stale Legislature considers once again the University's appropriation for the coming fiscal year. All non-preferred appropriation bills were defeated by the House last week as political maneuvering was the action of the day. Neither the Republican Party leaders nor those of the Democratic Party have once expressed opposition to the actual appropriations. But both have used these bills, vital to Penn Slate and other stale institutions, as means to irrelevant ends. We have been assured thai this whole situation is nothing to worry about; that the University will get its money. From this vantag...

1.475 Achieve _1ASK _vnmmt r fwCfllmttan BETTER PENN STATE FOR A State Funds Ruled Out This Session House Democrats and Republicans have given up shouting at each other over pasage of $37 million worth of non-preferred appropriations bills. They have also, apparently, given up any hope of having them enacted at the current session of the state legislature. In caucus at deadline time last night, the legislature is now expected to adjourn today, after pushing back its schedule one day. Scranton will probably have to call a special session for their enactment. An alternative is to allow the measure to be considered in the fall when a session will be convened to consider reapportionment of the legislature. Funds for the University, as well as Temple, Penn and Pitt are tied up in the bills. The Governor's press secretary last nig...
