In Union There is Strength A combination of the three principal silver organisations , which has already been announced as probable , has virtually taken place . The name of the new organization will be the American Bimetallic Union , with headquarters in Chicago . Such men as General A . J . Warner , Hon . H . F . Bartine , and Judge Henry G . Miller , representing the former leagues in the east , west and south , have acted as a committee to form this union . Secretary Edward B . Light , who has been in Washington , will have general charge in Chicago . A work of education of the people is proposed . It will be non-partisan . Local Unions will be formed in each state except in the far west , where they are not needed .

Congress Acts R EVENUE measures must originate in the House . Such is the Constitutional requirement . Chairman Dingley has prepared two bills , one for a bond issue payable in coin after five years from date , rate of interest 3 per cent per annum , the proceeds to be used for the redemption of United States legal tender notes and containing in Section 2 , provision for the issue of Treasury certificates to the amount of $ 50 , 000 , 000 , payable in three years , with interest at 3 per cent and of the denomination of $ 20 . The direct purpose of these certificates is to meet any immediate and temporary deficiency . They are of small denomination so that the loan can come from the people . There would seem to be small objection to this Second Section , since the certificates are payable in lawful money and might be either in silver or its equivalent or in any legal tender money . But there will be opposition of the silver men and many others to the First Section because they do not...

The Proposed Revenue Bill IF the present revenue bill were made for purposes of protection and not for revenue , of course the President would veto it even if it should pass Congress . The pemocrats in both houses would be justified in filibustering and it would be next to impossible to pass it . Section 1 imposes on imported wools 60 per cent of the duty imposed by the act of 1890 . Section 2 puts a tariff on imported woolen goods of the same amount and based in the same way on the McKinley act . Section 3 puts on lumber and other similar articles , except wood pulp and round unmanufactured timber , the same rjo per cent tariff , making provision , however , for a reciprocity arrangement . Havana Threatened T HERE was great excitement in Havana on Christmas day . News came that the insurgent Cuban army was near Matanzas but between it and Havana . This would make it within fifty miles of the capital city . It is marching in three columns , 12 , 000 strong . The Commander-in-chief is Gomez , the second in command ; Maceo , a colored man but with white staff officers , and it is thought that the insurgent Secretary of War , Roloff , a Pole by birth , is in person present with one column and giving active direction in the campaign . Havana is more Spanish than any other city of Cuba . It is fortified by strong forts and is more or less under the fire of the fleet .
