The tunc Of. year is at hand wlien tlie business man makes up Lis balance slicet from the business of the past year to ae cetlain whether he ha3 gamed or Just and how much either-way. This is a good plan and one which no systematic busi ness man will neglect. If the balance sheet shows a loss he sets about tod is cover if possible on what account, not so much from curiosity as for the purpose of avoiding like misfortune in thejfuture—lie calls it misfortune though others would call it bad judgment in his business trans actions. If his balance sheet shows a gain he calls it good judgment in business in vestments while others credit it to his good foitune. That is the difference in a man as he appears to himself and as others see him. It is likewise the difference be tween the way a man l.joks at himself and the way he looks at others. &UKt. BY HAR3HALL McCLDKS. IA1ILST0WN, DAKOTA. 1! 83 The Dakota Legislature will meet on January 12th, at Bismarck, the now cap ital of the Territory. Unusual interest is felt in the proceedings of the Session. Hon. William M. Evarts has formally announced by letter that he desires to be elected XJnited States Senator from Hew York in place of Senator Lapham, whose term expires on the fourth ol next March. His letter is modest and manly, but the effect of the announce ment can scarcely be conjectured at present. Massachusetts has put in operation civil service rules, under a law jttsscil last winter. Applications for govern ment situations, to be obtained tinder the rules, will be made at once. Onl} the service of the commonwealth and of the different cities covered by the law. Towns are wholly undisturbed their management.
